Why WhatsApp Message Templates Get Rejected (and How to Fix Them)
1 November 2026 · 5 min read · Türkçe oku
Outside the 24-hour customer service window, the only thing a business can send on WhatsApp is an approved message template. When a template is rejected, your campaign, reminder or verification code is stuck until it's fixed. Most rejections come down to a few causes you can avoid: the wrong category, badly placed variables, policy problems, or a template that duplicates one you already have.
This guide covers each of them, based on Meta's template documentation as of November 2026.
How template review works
When you submit a template, Meta reviews its content and category. According to Meta, an approval decision can take up to 24 hours. The status then changes:
| Status (as shown in WhatsApp Manager) | Meaning |
|---|---|
| In review | Submitted, waiting for a decision |
| Rejected | Not approved. You get the reason by email and in Business Support Home |
| Active (quality pending / high / medium / low) | Approved and sendable. Quality is based on how recipients respond |
| Paused | Temporarily stopped after poor feedback. It can't be sent |
| Disabled | Stopped. Edit it and resubmit |
| Appeal requested | You asked Meta to look again |
Only APPROVED templates can be sent. To see why a template was rejected, go to Business Support Home → Account Overview → View my accounts → your business → your WhatsApp Business Account → Rejected message templates.
Pick the right category
Every template belongs to one of three categories, and the category affects both approval and what you pay.
Marketing
Meta calls this the most flexible category. It covers promotions, offers, announcements, retargeting, app promotion and relationship messages. Two things catch people out:
- A template that mixes utility and marketing content is classed as marketing.
- A template whose content is unclear, for example a body that's just
{{1}}, is also classed as marketing.
Utility
Utility templates are usually triggered by something the user did or asked for. To qualify, a template must be non-promotional and either specific to the user (an order update, an account alert) or essential to them (safety information, for example). Meta's rules spell out a few things that don't count as utility:
- Order or account messages that upsell, include offers or push renewals.
- Generic feedback surveys.
Authentication
Only authentication templates may carry one-time passcodes. Marketing and utility templates can't. Authentication templates must be built from Meta's Template Library, include a one-time password button (copy code or one-tap), and contain no URLs, media or emojis in the content or the parameters. Parameters are limited to 15 characters.
What happens if the category is wrong
Since April 2025, if Meta decides a utility template should be marketing, it approves it as marketing. That's the default behaviour now, replacing the old allow_category_change flag. Meta also re-checks templates after approval:
- A utility template that should be marketing usually gets one day's notice before its category changes to
MARKETING. Its status stays approved. Businesses that have already had a misuse warning get no notice; the change is immediate. - A marketing or utility template that's really doing authentication keeps its category but becomes
REJECTEDon the first day of the following month. - You have 60 days to review and appeal a category change in Business Support Home.
Repeatedly misclassifying utility templates can lead to escalating measures: a warning, rate limits on utility messages, suspension of utility templates, or a 30-day restriction on the whole business portfolio. Choosing the honest category up front is cheaper than arguing about it later.
Variable rules that cause rejections
Variables (parameters) are where most formatting rejections come from. Meta's review guide lists these rules:
- Use double curly braces:
{{1}},{{2}}for positional parameters. If you don't specify a format, positional is the default. Named parameters like{{first_name}}must be lowercase, unique and use underscores. - Number them in order with no gaps:
{{1}},{{2}},{{3}}, not{{1}},{{3}}. - Don't start or end the message with a variable. Meta calls these "dangling" parameters and doesn't allow them.
- Close every brace.
{{1}or{1}}is an instant rejection. - Avoid special characters like
#,$and%in or around parameters. - Keep the ratio sensible. Too many variables for a short message gets rejected. Add text or remove variables.
- Always provide sample values, including media for media headers. Appeals need a sample too.
Here's a body that breaks several rules:
{{1}}, your order {{3}} has shipped! Use code SAVE10 for 10% off your next order {{4}}
It starts and ends with a variable, skips {{2}}, and mixes a shipping update with a discount, which pushes it into marketing. A version that passes as utility:
Hi {{1}}, your order {{2}} has shipped and should arrive by {{3}}. Reply to this message if you have any questions.
Other common rejection reasons
- Policy violations. Content that breaks the WhatsApp Business Policy or Commerce Policy, including asking users for sensitive identifiers, is rejected.
- Abusive or threatening content, which includes threats of legal action in collection messages.
- Duplicates. A template with the same body and footer wording as an existing one in the account is rejected. (This check doesn't apply to authentication templates.)
- Length and emoji limits. Body limits depend on the template format, and the number of emojis can be capped.
How to fix a rejected template
- Read the exact reason in Business Support Home or the rejection email. Don't guess.
- Check the category first. If the content has any promotional angle, submit it as marketing, or remove the promotional part.
- Fix the variables using the rules above, then reread the template as a recipient would.
- Add realistic sample values. They must not contain real personal data.
- Edit and resubmit, or appeal if you think the decision was wrong. In WhatsApp Manager, open Account tools → Message templates, edit the template, click Add sample, then Submit. Meta says appeals are also decided within 24 hours.
Also watch for two send-time errors related to quality: 132015 means the template was paused for low quality, and 132016 means it was paused too many times and is permanently disabled, so you'll need a new template with different content. See WhatsApp Cloud API error codes for the rest.
Keeping templates under control across clients
If you manage templates for several businesses, the hard part is keeping track: which templates are approved, in which language, and what each variable maps to. In Mesvilo, each workspace creates templates under Templates: choose the category, language and body, map each {{1}}-style variable to a contact field, preview it and submit it to Meta. Sync pulls the latest statuses, plus any templates created directly in WhatsApp Manager, so the list matches Meta.
You can try the template builder in the live demo or read more on the product page.
